Feb. 26, 2015, Mirabel, Que. - Harsh winter weather including high winds in Montreal has delayed Thursday’s planned inaugural flight of Bombardier’s larger CSeries jet.
Supposed to be today.

Why the Dihedral is so much?
Are all passenger planes are like that?

I am not an aerodynamics engineer but, dihedral's main purpose is roll stability. In a bank the airplane will have more tendancy to self right. But this airplane is a completely new design meaning all parts were optimized to work as a whole. The higher angle was also likely taken advantage of to keep the gear as short as possible while making as much ground clearance as possible for those extremely large diamter fans on the engines. The diameter being the key factor in engine fuel efficiency. This is an overal optimized design over say, a re-engined A320 or 737. Not to mention its thousands of pounds lighter (12000 lbs at least if i'm not mistaken) between comparable products.

Notice the shape of the windshields, round at the bottom to give more sight below I guess.
